Rahul Kumar Gupta 8da07c016c qat16: move qat from meta-isg to common 
Since there is plan to merge meta-isg layer to common meta-intel
layer. So relocate qat16 v2.6-65 recipe from meta-isg layer to common
meta-intel layer.
