Saul Wold af8e3762a5 openssl-qat: Use COMPATIBLE_MACHINE 
This EXCULDE_FROM_WORLD was not the correct approach, since openssl-qat
depends on qat16 which is only compatible with intel-corei7-64, openssl-qat
should also use this approach.
