python3-configparser: Upgrade 5.0.2 -> 5.1.0

Upgrade to release 5.1.0:

- Synced with Python 3.10.0.
- Packaging refresh.
- Tests now run on Python 3.10.
- Modernized code relying on Python 3.6.
