python3-termcolor: Upgrade 3.1.0 -> 3.2.0

Upgrade to release 3.2.0:

- Expose can_colorize as public API
- Add support for Python 3.15
- Drop support for Python 3.9
- Replace action-pre-commit-uv with prek-action
