python3-flask-xstatic: drop unnecessary FILESEXTRAPATHS and fold .inc into .bb

Browse Source 
* python2 is long dead, kill .inc file as well

* rename python-flask-xstatic to BPN python3-flask-xstatic
  which is included in default FILESPATH
