python3-paho-mqtt: add UPSTREAM_CHECK_PYPI_PACKAGE

Browse Source 
Add UPSTREAM_CHECK_PYPI_PACKAGE to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version python3-paho-mqtt
INFO: Current version: 2.1.0
INFO: Latest version: 1.6.1

Before the patch:
$ devtool latest-version python3-paho-mqtt
INFO: Current version: 2.1.0
INFO: Latest version: 2.1.0
