python3-msgpack: Upgrade 1.1.1 -> 1.1.2

Upgrade to release 1.1.2:

- Update Cython to v3.1.4
- Update cibuildwheel to v3.2.0
- Drop Python 3.8
- Add Python 3.14
- Add windows-arm
