python3-eth-typing: upgrade 3.5.2 -> 4.0.0

-Drop python 3.7 support
-Merge updates from the project template, notably: use pre-commit for linting
 and change the name of the master branch to main
-Fixed booleans in pyproject.toml and added a test for the presence of the
 eth_typing.__version__ attribute
