debootstrap: cleanup the recipe

Browse Source 
* FILESEXTRAPATHS_prepend isn't needed
* ${PN}-${PV} -> ${BP}
* drop autotools, it doesn't use autotools, there is just a Makefile
* use SUMMARY instead of DESCRIPTION
