mdio-tools: exclude siggen dependency on mdio-netlink

* it has runtime dependency on mdio-netlink to satisfy:
  RDEPENDS:${PN} = "kernel-module-mdio-netlink"
  and mdio-netlink is MACHINE_ARCH because inherits module.bbclass
