python3-pocketsphinx: Upgrade 5.0.3 -> 5.0.4

Upgrade to release 5.0.4:

- Fix _pocketsphinx.pyx's set_alignment example
- fix: evil version pinning must die.die.die

- GitHub Actions: Add Python 3.13 to the testing
