thunar-volman: 4.16.0 -> 4.18.0

Update thunar-volman from 4.16.0 to 4.18.0
* update license with GPL-2.0-or-later
* inherit perlnative to fix error:
  | checking for XML::Parser... configure: error:
  | XML::Parser perl module is required for intltool
