libcamera: update to 0.4.0

Upgrade libcamera to version 0.4.0, gaining support for ARM Mali-C55 ISP.

Patches 0002-options-Replace-use-of-VLAs-in-C.patch and
0001-rpi-Use-malloc-instead-of-variable-length-arrays.patch are obsolete.
Issues have been fixed upstream (differently).
