python3-fasteners: upgrade 0.19 -> 0.20

Changelog:

- InterProcessLock now catches OSError and handles BlockingIOError correctly.
- Remove support for python 3.8, python 3.9 and pypy 3.9. It should still work,
- but is no longer tested.
- Add support for python 3.12, 3.13 and pypy 3.11.
