libconfuse: move to meta-oe

This prepares for using libconfuse for the 'genimage' recipe which
should reside in meta-oe.

Also libftdi (which is in meta-oe already) optionally requires
libconfuse when PACKAGECONFIG option 'ftdi-eeprom' is enabled.
