The application should not be used in its current state:
it is not compatible with the current version of libxml[1].
Due to this, skip it for now - if it will be maintained again,
it can be re-enabled.

Encode.pm is packaged in perl itself and users should
instead RDEPENDS on perl-module-encode
This was originally added a long time ago when I did not understand
the way the packages split was done.
