python3-libevdev: Upgrade 0.11 -> 0.12 
Upgrade to release 0.12:

- Fix intersphinx mapping
- setup.cfg: Replace dashes with underscores
- readthedocs: fix path to requirements.txt
- docs: install the rtd sphinx theme for readthedocs
- doc: add a readthedocs config file
