strongswan: upgrade 5.9.14 -> 6.0.0

The aes, curve25519, des, fips-prf, gmp, hmac, md5, pkcs12, rc2, sha1,
sha2 plugins are not enabled by default[1]. Remove these plugins from
RDEPENDS and add PACKAGECONFIG for them.

Collection of layers for the OE-core universe
