Ian Ray 5882ba7f37 syslog-ng: expand service file @variables@ earlier 
Move variable expansion of @SBINDIR@, @LOCALSTATEDIR@, and @BASEBINDIR@
earlier during install, to before the systemd service file is installed
by an automake rule.
