python3-pyscaffold: Upgrade 4.5 -> 4.6 
Upgrade to release 4.6:

- Modify Cirrus CI template to save resources
- Update Cirrus CI configuration
- Update Gitlab CI template
- Prefer importlib.resources.files instead of
  importlib.resources.read_text or pkgutil.get_data
- Update version caps for dependency on platformdirs

Collection of layers for the OE-core universe

This repository is a collection of layers to suppliment OE-Core with additional packages, Each layer have designated maintainer Please see the respective READMEs in the layer subdirectories
