python3-types-psutil: add UPSTREAM_CHECK_PYPI_PACKAGE 
Add UPSTREAM_CHECK_PYPI_PACKAGE to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version python3-types-psutil
INFO: Current version: 7.0.0.20250601
INFO: Latest version: 6.1.0.20241102

After the patch:
$ devtool latest-version python3-types-psutil
INFO: Current version: 7.0.0.20250601
INFO: Latest version: 7.0.0.20251111
