civetweb: remove buildpaths from civetweb-targets.cmake 
Fixes:
WARNING: civetweb-1.16-r0 do_package_qa: QA Issue: File
/usr/lib/cmake/civetweb/civetweb-targets.cmake in package civetweb-dev
contains reference to TMPDIR [buildpaths]
