Recipe does not inherit pypi nor would PN be a good guess for the wheel name so set PIP_INSTALL_PACKAGE appropriately. PYPA_WHEEL doesn't respect SETUPTOOLS_SETUP_PATH so set PYPA_WHEEL appropriately.
