Daniel Semkowicz a8f28915f5 cockpit: Move apps to a separate package 
Apps (Applications tab) is an optional Cockpit Project package.
Make it also an optional package in recipe.

Collection of layers for the OE-core universe

This repository is a collection of layers to suppliment OE-Core with additional packages, Each layer have designated maintainer Please see the respective READMEs in the layer subdirectories
