Khem Raj eba72fe2bc gnome-commander: Upgrade to 1.16.0 release 
- Switch to using meson for build system
- Add -D_LIBCPP_ENABLE_CXX17_REMOVED_AUTO_PTR to continue using std::auto_ptr
  from exiv2
