Armin Kuster eec787e19b vlc: fix loop initial declarations are only allowed in C99 mode 
build issue seen on CentOS7 and Aarch64 machine

Fixes:

Collection of layers for the OE-core universe

This repository is a collection of layers to suppliment OE-Core
with additional packages, Each layer have designated maintainer
