python3-pyais: upgrade 2.11.1 -> 2.12.0

* BREAKING: Renamed pyais/main.py to pyais/ais_decode.py
  direct imports from pyais.main will fail
* added ais-encode as installable CLI tool via pip install

Collection of layers for the OE-core universe

This repository is a collection of layers to suppliment OE-Core with additional packages, Each layer have designated maintainer Please see the respective READMEs in the layer subdirectories
