systemd: Remove inherit enable-selinux, obsolete

The PACKAGECONFIG and related settings are in oe-core.  Doing it here will
trigger a bug related to lack of 'initscripts-sushell' rdepends.

   The selinux PACKAGECONFIG is properly handled in
   the recipe in oe-core, no need to inherit the
   enable-selinux bbclass.
