libsemanage: refresh patches to remove fuzz

Recent versions of bitbake starting with sumo issue warnings if
patches are applied with fuzz (in the future these will be errors).

Regenerated patches using:

devtool modify <recipe>
devtool finish --force-patch-refresh <recipe> <layer_path>
