versions and details to use it while preparing selinux
enabled images.

Add in support for optional bbappends based on the presence of other
layers in the project and move the lxc recipe to a meta-virtualization
location.

The compliane guidelines required:
layers contain a README file which details the origin of the layer, its
maintainer, where to submit changes, and any dependencies or version
requirements
