docs: kernel-dev-faq: update outdated RDEPENDS_kernel-base

Browse Source 
Since 2.5 (sumo), RDEPENDS_kernel-base has been replaced by
RDEPENDS_${KERNEL_PACKAGE_NAME}-base, so let's use this one instead.
