Scott Rifenbark 07514c9003 dev-manual: Converted sections for following best layer practices ... The section about following best practices was more of a reference section the way it was written. I recast the section and the sub-sections such that it is a list of items to consider. Also renamed the section to be more of an action section rather than passive.
