python3-django: upgrade 2.2.7 -> 2.2.13

Upgrade from 2.2.7 for:

- Bugfixes, including CVE-2020-13254, CVE-2020-13596, many
others;
- Official support for Python 3.8 (as of Django 2.2.8)
